Why Japan Needs International Nurses

Japan is actively recruiting international nurses due to a combination of demographic, economic, and healthcare system pressures. Here are the key reasons:

1️⃣ Rapidly Ageing Population

Japan has one of the oldest populations in the world. Over 28% of its population is above 65 years old.

  • Life expectancy is among the highest globally.

  • Elderly patients require long-term medical and nursing care.

  • Demand for hospital and elder-care services is rising every year.

This creates massive pressure on healthcare staffing.

2️⃣ Low Birth Rate & Shrinking Workforce

Japan’s birth rate has been declining for decades.

  • Fewer young people are entering the workforce.

  • The working-age population is shrinking annually.

  • Domestic nursing graduates are not enough to meet demand.

This creates a structural labour shortage in healthcare.

3️⃣ Severe Shortage in Elder Care Sector

Japan needs hundreds of thousands of caregivers and nurses in:

  • Hospitals

  • Nursing homes

  • Rehabilitation centers

  • Home-care services

The shortage is especially critical in rural areas.

4️⃣ Increasing Healthcare Demand

With chronic illnesses (diabetes, heart disease, dementia) increasing among elderly citizens, the healthcare system requires:

  • More skilled nurses

  • More specialized geriatric care

  • 24/7 long-term support staff

5️⃣ Government Policy Shift Toward Foreign Workers

Historically, Japan was reluctant to accept foreign workers. But due to workforce shortages, the government has introduced structured programs like:

  • Economic Partnership Agreements (EPA) for nurses

  • Specified Skilled Worker (SSW) visa

  • Language training and recruitment support programs

These are supported by the Ministry of Health, Labour and Welfare.

6️⃣ Cost-Effective & Reliable Workforce

International nurses are seen as:

  • Highly disciplined

  • Willing to work in elder-care sectors

  • Filling gaps in understaffed rural regions

Countries like the Philippines, Vietnam, Indonesia — and increasingly India — are key sources.
